It creates a tough water barrier on the inside of the wall and ensures a dry stable surface for the new coat of paint. Damp proof penetrates the tiny pores in the surface to form a watertight coating that stops moisture and is used to seal the wall before over coating with quality paint.

The source of the damp must be repaired and the affected area aloud to dry before applying damp proof. If the original cause of the damp is not repaired the damp may move around the area and appear elsewhere.
